REFLECTIONS BY THE SECRETARY GENERAL
Municipal Partnership- a favourable development tool or?
The interest in participating in the Municipal Partnership has increased in the last couple of years. This is true for both Swedish municipalities as well as to municipalities in our partner countries. Is this a good form of development cooperation?

I firmly believe so; on condition that we have high requirements on quality in all respects of the program. I also believe it’s an approach that meets several of the objectives of Swedish development cooperation.

The idea of Municipal Partnership is to strengthen democracy at the local level. This level has previously been overlooked as aid funds mainly have been directed to state level and Civil Society Organisations.

Local institutions in many developing countries need assistance and support to strengthen citizen’s influence and to respond to both their needs and the needs of the business sector. This is articulated and demonstrated both from research and the demand from public and civil organisations.

In addition there is a growing awareness in the International Community on the importance of including the local institutional level in order to meet the millennium goals and here the Municipal Partnerships can have an important role to play.
